How high does a Presidnt have to be to say "We knew this was going to take time because we've got this big, messy, tough democracy,"? If you look at his droopy eyelids, I'd say he had a little too much of something.
I wouldn't know if he was stoned or not -- (though I'm sure he didn't inhale) -- but he was talking just like a north Minneapolis black hustler or panhandler. That's what I saw.
